The memorandum is considered a prelude to further detailed cooperation agreements, which include areas of cooperation to provide financial assistance and interest-free study loans to needy and outstanding undergraduate students enrolled in Palestinian higher education institutions, so that the loans are repaid within five years. The memorandum also includes cooperation in scientific research assistance to Palestinian higher education institutions, within the framework of a bipartisan plan to consider master’s and doctoral projects for allocating funds for each study, and to repay interest-free loans three years after graduation.
